NASA has no plans or capability for creating an ozone layer in Mars. Nor is it NASA’s responsibility to do such, nor is in their charter. Let the Europeans do it, spend their money, apply their talents, or the Russians, or the rich oil-producing countries. NASA has no plans to do it.

How could we create an atmosphere on Mars?

This could be done by spreading dark dust from Mars’s moons, Phobos and Deimos, which are among the blackest bodies in the Solar System; or by introducing dark extremophile microbial life forms such as lichens, algae and bacteria. The ground would then absorb more sunlight, warming the atmosphere.
