You CANNOT use the any 9th gen CPU on your current platform, so you need to change everything -> CPU, Motherboard and RAM. The GTX 1060 wont bottlenecked by the i9 9900, probably the other way around. You will have a lot of CPU power with a very nice, but still budget GPU.
