We’ve just released a new feature, locked posts. Moderators can lock a post to prevent it from receiving any new comments.
Can people see Downvoted them?
No. Voting is an anonymous function on reddit.

Usually there is a stickied comment at the top of the thread, by the mod (you can tell it’s a mod because their name is in green with a green shield next to it) explaining why the post has been locked.
