The darker the value, the less light—the deeper the shadows. When you shade a shape, you make it look like light is striking different parts of it to different degrees, and that creates the illusion that the object has form or mass; that it takes up space. And that makes it look less flat.

When you have no shading from the light side to the dark side of the face your portrait drawings will look flat. There is most likely always a light hitting the model. Drawing with a consistent outline will almost always create a flat outlined look. Combining tone with line promotes much more dimension.
