Yes, all the Tatkal tickets that go unbooked will be used to clear the General Category Waitlist (GNWL). The Tatkal reservation is allowed upto 4 hours before the time of departure of the train after which the waiting tickets will be confirmed from the empty/ available seats.
Will the Tatkal wait list will get confirmed first and then the general quota?
General Ticket gets Confirmed first, there is almost no chance of Tatkal Ticket getting confirmed. General wait listed tickets gets the first priority. Followed by remote location list and pooled quota list. Tatkal tickets are usually last to get confirmed.

No refund is given to passengers in case of cancellation of confirm Premium Tatkal (PT) quota ticket. All rules for tatkal quota booking over internet is applicable to Premium Tatkal quota also, notified IRCTC.

If you have a waitlisted Tatkal ticket, you can get it cancelled before the preparation of the chart. If your tatkal e-ticket remained waitlisted even after the preparation of the chart, it will be automatically cancelled by the system and refunds will be processed.

No there is no provision in tickets to change the date either pre or post.
