There is no real difference between a two fan and three fan design. Most GPUs wont start throttling until about 80–90c which is quite high for any GPU to reach in a standard PC case.

I would recommend to have sufficient cooling in your case and make sure to buy the dual fan(2 fans) card version. It’s not worth it to buy this card with just 1 fan because it can get pretty hot like most GPUs. It seems the RTX runs a bit hotter than the 10 series but RTX can withstand a bit more heat too.
