You can cast shillelagh with a shield and staff. The M and S can be used by the same hand.

What type of damage does Shillelagh do?

Shillelagh on a quarterstaff two-handed gets you 1d8 + WIS magical damage (8 or 9 damage on average, depending on your WIS), which is arguably better than primal savagery (1d10 plus nothing) until 5th level.

Can you cast shillelagh and another spell?

Basically, you can, so long as the second spell is a cantrip with a casting time of one action. So Shillelagh + Fire Bolt (or any other action cantrip) is fine, but Shillelagh + Fireball (or any other leveled spell, or non-action spell) is not.
