The visor not only keeps Scott’s powerful optic blasts in check but permits other individuals from seeing the true world beneath his protective shield. While Cyclops cannot open his eyes without his visor in fear of putting others in danger, Summers is free to pry his eyes open when they are covered by the visor.

What we can basically infer is that he can see all colours but tinged in red, as if he was wearing red glasses* (without the visor). So as it stands right now, he can recognise colours enough to distinguish them. *This is different from what Morrison depicted because then Cyclops saw everything in shades of red.
