Water pressure makes it harder. At 33 feet depth the water pressure doubles the pressure exerted on the outisde of your chest, compared to at the surface, and increases linearly with depth. In order to breathe (assuming you have an air supply of some kind) your chest has to expand against this pressure, which increases the work of breathing.
