Before the Fall, the Eldar were at the height of their empire and held sway over the vast majority of the galaxy; their worlds were paradises and full of peace and cultural achievement, and then it was all but destroyed. It is said that trillions of Eldar died in the cataclysm.

A full Imperium / Eldar alliance would not likely happen even if the Tyranid and Necron threat becomes a matter of life and death to the galaxy. Humans can not be trusted, and the Eldar would not dare share the Secrets of the web way to mere humans who can be so easily corrupted by Chaos.
